The government has not firmed up any proposal for which the fund would be utilized or which nodal ministry will manage the corpus.

Post the budget presentations, a series of meetings have taken place between different ministries.
"While a section of the government is of the view that the home ministry should be the nodal agency, there are others who want the finance ministry to handle the corpus," said an official.
