Govt may alter promotion policy for Army

The defence ministry is considering a proposal by the army to amend its existing promotion policy for senior officers to bring about uniformity and do away with bitterness in the upper rung. HT reports.

The defence ministry is considering a proposal by the army to amend its existing promotion policy for senior officers to bring about uniformity and do away with bitterness in the upper rung.

The army is batting for a ‘single stream’ policy for promoting officers to the rank of major general and lieutenant general. It currently follows a two-stream policy that gives precedence to ‘command’ stream officers over those from the ‘staff’ stream.

‘Staff’ stream officers are not eligible to command field formations, they retire early and are junior to those from the ‘command’ stream. Streams are decided on the basis of merit at the promotion board.

An army officer said the army had carried out a comprehensive review of the promotion system and suggested changes for removing discrimination. The two-stream model was conceived in 1986 but abandoned in 1993 due to resentment among senior officers.
