Bhel in trouble over tender
BHEL, a Navratna PSU, has been dragged to court in connection with its tender for making available commercial space of 65,200 sq ft carpet area along with car parking space for 150 cars at Noida. Suraj Miglani, one of the bidders, moved the Delhi High Court after the company asked for certain documents. By a letter dated January 9, 2013, BHEL told Miglani that since he has failed to submit the said documents by January 8, 2013, his bid would not be considered. But now the company has told Delhi HC that the January 9, 2013 letter may be treated as waived and in case of a favourable decision of the Tender Committee qua the technical bid of the petitioner (Miglani), the financial bid of the petitioner will be opened along with other financial bids. Miglani has already submitted the documents. The court said “in case of an unfavourable decision by the Tender Committee, the same should be forthwith communicated to the petitioner with reasons for the same so that if the petitioner is aggrieved by the decision it will be open to the petitioner to take out appropriate legal proceedings in accordance with law. To ensure that the relief is not made infructuous, the financial bid will not be immediately returned to the petitioner as often happens in such cases.”
Raghuram Rajan appreciates teamwork
In the first Economic Survey under his leadership, Chief Economic Advisor Raghuram Rajan was more generous than his predecessors in acknowledging contribution from various contributors and agencies. Unlike the previous reports where acknowledgements were brief, this year Rajan began by saying that the survey was a result of teamwork.
Babus get incentive to meet annual targets
Bureaucrats in the central government will have to meet annual targets for different schemes as prepared by the Planning Commission to get good annual performance appraisals. The Cabinet Secretariat in the new Result Framework Document for bureaucrats in the central government has prescribed the 12th plan targets as a reference point to measure performance of officials from 2013.
DoT secy next CAG?
Comptroller and Auditor General Vinod Rai is set to retire in May. Sources said a section of government managers have already started the search for the next CAG. Rentala Chandrasekhar, the secretary of the Department of Telecom, is seen as a possible successor of Rai. Incidentally, Chandrasekhar also appeared before parliamentary probe panels on Rai’s report on the 2G scam.
