Sources said after the arrest of Talha Zarar, Bashir Ahmed Mir and Pradeep Singh it is evident that the decision about the attack was taken on February 11, two days after Afzal Guru's hanging.
It was communicated to Zarar on the same day. The terrorists were harboured by Singh from March 3 at Baramulla and Tangmarg and moved to Srinagar on March 11 to conduct the strike.
