Labour dies in building collapse

An assistant engineer and a junior engineer of the Municipal Corporation of Delhi (MCD) were arrested after a labourer was killed in yet another building collapse in the Capital.

Police said the building at Mori Gate in Central Delhi collapsed when it was being demolished on Wednesday afternoon after it was deemed dangerous by the civic agency.

The police said victim Ram Bir, one of the contractual labours hired for the demolition job, was inside the house when it crumbled and he was buried under it. He later died at Aruna Asaf Ali Hospital. Two more labourers were injured in the incident.

Police said the demolition crew went to the spot around 11:00 a.m. The MCD had earlier vacated the house, as it was to be demolished on Wednesday.

The police have arrested AE Anil Kumar and JE Mohammed Shakeel for negligence. The Municipal Commissioner also directed the Deputy Commissioner, City Zone, to conduct an inquiry into the incident.

According to MCD, the City Zone Building Department was carrying out demolition operation since morning at Property Number 3149-51, Ram Bazar, Mori Gate.

“The building was earlier declared dangerous by the MCD under Section 348 (Removal of Dangerous Building) and served a Vacation Notice under Section 349 (Power to order building to be vacated in certain circumstances) of the DMC Act, 1957 (Amended 1993).

The Building Department of City Zone issued these notices on July 16. Since the occupier did not vacate and demolish the building as per law, the MCD got it vacated and started the demolition action,” said Deep Mathur, Director Press and Information MCD.

MCD officials said that Deputy Commissioner (City Zone) will look into all the aspects and submit a report to the Commissioner within three days.
