More than 500 people were challaned by Delhi Traffic Police for violating the odd-even norms in the first five hours of the second phase of the road-rationing formula implemented in the national capital on Friday.
The scheme was rolled out in Delhi for the second time with chief minister Arvind Kejriwal appealing to the people of the city to join hands and make the road-rationing plan a success.
Few vehicles are expected to be on the roads for three days beginning today as it is a holiday because of Ram Navami today, and then Saturday and Sunday follow.
The effect of the scheme will be felt on Monday as officer goers and school children step out to reach their destination.
Delhi Metro and DTC have increased their services in order to accommodate load of passengers during the scheme.
The Delhi government, which has projected the second phase of the road-rationing policy as the “decisive” one, said that 2,000 traffic personnel, 580 enforcement officials and over 5,000 civil defence volunteers are being deployed for its smooth implementation.
Violators will be fined Rs 2,000 in accordance with relevant section of the Motor Vehicles Act and the scheme will not be implemented on Sundays.

- The Delhi government is not proving anything by implementing the odd-even formula only for 15 days. This scheme is not a permanent solution to the national capital’s traffic woes.
- The government’s aim through this programme is not clear. This is all just a waste of effort and time and it’s not even a permanent solution.
- People are saying that they might have to buy another vehicle if this continues.

The Aam Aadmi Party government implemented the first phase of the radical initiative between January 1 and 15 to clean up Delhi’s toxic air, considered the worst in the world.
Kejriwal has conceded the first phase didn’t reduce pollution as expected but insisted the scheme freed up choked intersections and slashed traffic on Delhi’s busiest stretches.
But two things are different this time around. First, the scorching summer is expected to make Delhiites more reluctant to use packed public transport.
Second, schools are open – unlike in January – which means the government has to figure out how parents will drop their children to school – a major knot in the scheme.
This also means the government cannot press hundreds of schools into service to bolster public transport.
The CM has made it clear that the road rationing scheme cannot be made permanent and said the government needs at least one-and-a-half-years to strengthen public transport.
Private cars with registration numbers ending in odd digits will be allowed on odd dates and those ending in even digits will ply on even dates.
So, if your vehicle registration number ends with an odd number then it will be allowed on odd dates like April 15, 17 and so on. Similarly, a vehicle registration number ending with an even number will be allowed on even dates like April 16, 18 and so on.
Duration of odd-even
The scheme is starting on Friday, April 15 and will end on April 30. The restrictions will be enforced from 8am to 8pm Monday through Saturday.
People who are exempted
Women drivers, cars with children in school uniform, two-wheelers, some VIPs, cars with physically challenged people, cases of medical emergency, CNG and hybrid cars, doctors. There will be no restriction on Sunday.
Parents will be allowed to drive their children to schoolin an even-numbered car on an odd day or vice versa. But if they return alone or go back to pick up them from school, they will have to pay Rs 2,000 as fine.
They will have to make sure that they drop the children at school and come back before 8am when the restrictions come into force every day, except Sunday.
Two hundred Delhi Metro trains will make approximately 3,248 trips daily during the odd-even fortnight, a rise of about 56 trips over the existing arrangements. Delhi Metro Rail Corporation will also add 30 coaches. Fifteen additional feeder buses will ply during this period, and three new routes will be introduced.
Metro authorities will also deploy additional ticket operators, security personnel and customer facilitation agents to handle the expected load on the ticketing system.
Lines and stations will be monitored by control room and action will be taken to ensure that a crowd does not build up at booking points, ticket vending machines and security frisking points.
