A 46-year-old with indomitable political ambitions, who duped more than 300 city-based schools into signing on to a fake education board of his creation, was arrested along with his and three associates for supplying forged Class 10 and 12 certificates in north Delhi, police said on Tuesday.
IB Rani, deputy commissioner of police (North) said the arrested had been identified as Mange Ram Acharya, Dilip Kumar Shukla, 42, Manoj Kumar Mishra, 31 and Dharamjeet Singh, 21. The leader, Acharya, admitted to have issued 'thousands of fake certificates' to as many as 330 city schools so far and also confessed to have contested Parliamentary elections, the Assembly and the MCD from the trans-Yamuna area in 1996, 1998 and 1999.
"We received information that some persons were running the 'Board of Higher Secondary Education' and collecting huge amounts by providing fake pass certificates of Class 10 and 12 without the candidate appearing for any exam in the Gopalpur village," DCP Rani said. The gang, according to police, demanded Rs 4,000 per certificate and Rs 8,000 for two installments. They even had a website, with the URL www.bhsedelhi.org.
"Our decoy customer visited Acharya and paid him an advance of Rs 4,000 for providing the required certificates. Acharya asked him to come to collect it after one week with the remaining amount." Rani said.
