MCD blames delays in work on staff crunch

The Municipal Corporation of Delhi (MCD) on Monday blamed delays in getting clearances for building plans, road repairs and sanitation related work on lack of staff.
The civic agency is suffering from a huge shortage of staff across all categories, including at the senior levels.
According to the official data provided in the MCD House meeting on Monday, 33,924 of the 1,33,433 posts in MCD in A, B, C and D categories are lying vacant because the bureaucratic wing of MCD is not doing enough to fill them up.
It was revealed that in group A category, 482 out of 2,063 posts are vacant; in group B, 6,123 out of 30,673 posts are vacant; in group C, 2,913 out of 11,074 posts are vacant and in group D, 24,406 out of 89,623 posts are still lying vacant.
Among the high-ranking officials, four of 16 posts for deputy commissioners are vacant while six out of 21 posts of additional deputy commissioners are vacant. Out of 55 posts for assistant commissioners, 23 are vacant and out of 115 administrative officers, 56 posts are empty.
Leader of Opposition Jai Kishan Sharma also raised the issue of lack of enough additional commissioners. MCD has six such positions out of which three are filled by officials on deputation while the other three are filled by MCD officials through promotions.
Municipal councillors also complained that due to lack of enough staff, officials do not answer their queries properly and sometimes don’t even answer their calls.
“These posts have not been filled for many years. Some areas in the city don’t even have a junior engineer and so, every necessary work gets delayed. Appointments are not made by councillors but by bureaucrats, so they should be blamed,” said Sharma. Leader of the House, Subhash Arya, demanded that the Mayor should hold a meeting as soon as possible to direct the officials to fill up vacant posts and also book officials who are responsible for the delays in recruiting employees.
