With the Municipal Corporation of Delhi’s (MCD) trifurcation to be implemented in April, a flurry of activities has started taking place at the civic agency’s headquarters. The commissioner, KS Mehra, has set up a committee consisting of five additional commissioners to oversee and coordinate the work of trifurcation, which includes division of labour and record keeping.
While it has been decided that there will be no change in the seniority of the highest ranking Group A officials, another important decision that has been taken is to make three copies of the important documents belonging to the civic body. The MCD has made the decision after the future director of local bodies — who will coordinate between the three new corporations — wrote a letter to the MCD to start its preparation.
According to sources, RK Srivastava, secretary, urban development ministry of Delhi government, who has been appointed as director of local bodies, wrote a letter to Mehra on 7 February, giving instructions on how to prepare for the split.
He wrote, “It was decided to manage Group A posts as the common cadre under the control of the Director of Local Bodies for all the three corporations, where common seniority list for various posts as existing will continue to operate.”
The letter instructs the MCD to carry out distribution of labour, category and department wise among the three new corporations depending on the requirements of individual wards.
Srivastava also wrote that a common central record room should be created where records will be streamlined and kept under the control of one senior officer. Additionally, copies of all the records regarding resolutions passed by MCD’s house, standing committee and other smaller committees should also be supplied to all three corporations.
