Just months before the split of the Municipal Corporation of Delhi (MCD), the civic body’s engineering department was criticised by the councillors for its inability to provide civic amenities in various parts of the city on Tuesday.
At the budget presentation made by six committees of the MCD, members said construction of hospitals, community halls and schools got delayed because the department did not expedite work on the projects, despite being sanctioned the amount.
The MCD's works committee, which looks after the engineering department, was supposed to present its budget speech on Tuesday. However, it could not do so as the department did not provide the committee with the statistics of its work carried out in the last financial year.
"This is the state of the engineering department that despite being repeatedly asked for the statistics of the work carried out during the last fiscal, none was provided. The councillors make estimates and send the proposals to the engineering department, but the department sits on the files for months, which lead to delays," said Jagdish Mamgain, chairman of the works committee.
Tuesday was the last time when the MCD as a single entity saw budget proposals from six committees -garden, education, rural, works, health and sanitation. VK Monga, chairman of the health committee said despite administrative approvals to upgrade hospitals and set-up new departments, the engineering department had not been able to execute the plans.
Mamgain said files for restoration work keep travelling between councillors and engineering chief on flimsy grounds. He came down heavily on the building department for its inability to curb illegal construction in the city.
