Modi teaches ABCD, Rahul talks welfare

Congress vice-president Rahul Gandhi on Tuesday said the UPA has changed the development paradigm in the country by enacting rights-based legislation.

Congress vice-president Rahul Gandhi on Tuesday said the UPA has changed the development paradigm in the country by enacting rights-based legislation.

"We want to empower the poor by giving them rights. We gave the right to food to people... the right to information... and employment as a right. We want them to progress by availing these rights," Gandhi said while slamming the Opposition for referring to the food bill as 'wasteful expenditure'.

He was speaking at a function in east Delhi where he gave away certificates of ownership to residents of 45 resettlement colonies, a move expected to provide relief to over 10 lakh people and rake in votes for the Congress in the Delhi assembly elections later this year.

Infrastructure in Delhi has been built by people staying in such small clusters, but it is of no use if the people who built them do not progress, he said.
