Multi-level parkings have failed to yield results: Experts

The National Monument Authority might have cleared a multi-level parking complex project between the high rises of Kasturba Gandhi Marg and Barakhamba Road, with certain riders, in February but experience shows that similar projects in the national Capital have failed to decongest roads as civic and development authorities mostly built them to promote commercialisation in those areas.
Though built to free road space as well surface parking lots, these multi-level complexes remain grossly underutilised. That is because civic agencies find it difficult to ensure proper maintenance of these complexes while motorists find it difficult to navigate through and park in them. Multi-level parking lots fall ing under the jurisdiction of the North Delhi Municipal Corporation — at Asaf Ali Road and Gandhi Maidan — are in a pathetic condition.
The structures do not have no proper lighting with piles of garbage strewn all around them. These parking lots also see hundreds of vehicles remaining abandoned in them.
The situation is no different at the high-tech automated ones at Sarojini Nagar and Baba Kharak Singh Marg run by the New Delhi Municipal Council. The Sarojini Nagar one is avoided by residents, who prefer to park on the roads than inside this grand structure.
“It takes a lot of time to get your car out if you park inside this multilevel one. So we prefer to park our cars outside,” Arvind Singh, a resident of South Delhi, said. The one at Baba Kharak Singh Marg has space for over 1400 cars, but only around 200-odd are parked there at any point of the day.
According to Subhash Arya, the leader of house in the South Corporation, the time and cost for a multi-level parking project are also much more compared to surface ones. “Various agencies have to be tapped to get clearance for one multi-level parking project. It takes a lot of time and involves a lot of expenditure, which at times works out to be double its original estimation. So more innovative solutions are required,” Arya said.
The South corporation, too, has been trying to dish out multi-level parking projects but has failed so far in meeting deadlines. According to corporation sources, a multi-level project at Block 6 Subhash Nagar has made mere 6 per cent progress, while the other seven, too, have failed to meet their respective deadlines.
The New Delhi Municipal Council stared work on the KG Marg parking project but the Archaeological Survey of India stopped work in 2010 as the site fell in the regulated area of the protected Agrasen Ki Baoli, monument off Hailey Road.
