It may soon become impossible to get either a water or a power connection for a new structure that does not have a completion certificate.
The Municipal Corporation of Delhi will soon write to the Delhi government to add this clause to its building bylaws.
It is only when a builder seeks a completion certificate that the MCD on inspection can find out if he has indeed adhered to the building plan he submitted while taking permission to build. Many deviate from the plan, making illegal extensions, and thus avoid asking for the certificate.
“At present, not having a completion certificate doesn’t affect people. We want to make it mandatory for water and power connections,” said MCD commissioner K. S. Mehra.
