"There is no conclusive view on the Shunglu report. It was an Executive Committee and it has submitted its report. There is no court verdict or a prima facie illegality," Congress spokesman Abhishek Manu Singhvi told reporters here.
He said the Shunglu Committee has given its view after perusing papers regarding the conduct of the Commonwealth Games. Asked when a view will be taken in the matter, he said there should be no knee jerk reaction and a balanced decision based on proper analysis needed to be taken.
"Every paragraph and facts mentioned in the report were being replied to. The process is on... I cannot give you an answer before an answer.... I am not answering in your words," he said when asked whether the Congress was not giving a clean chit to those named in the Shunglu report.
Seeking to take high moral ground, Singhvi said, "If we have acted in the past, we will do so in the future.... Those who want to short circuit the procedure are wrong." BJP has been aggressive over demands for removal of Dikshit and action against the Delhi Lt Governor. Dismissing the BJP campaign in the matter, he said the opposition party should set things right in Karnataka and Uttarakhand first.
"There is a difference between preachers and practitioners. We are practitioners," he said. Congress reaction came hours after Prime Minister Manmohan Singh said the Shunglu Committee report was being analysed by various ministries.
"There are appropriate procedures. The report is under analysis by various ministries. I am yet to get the analyses from the ministries," Singh told reporters on the sidelines on the function to give away the Padma awards. The High Level Committee headed by former Comptroller and Auditor General V K Shunglu had recommended strict action against the then Chief Executive Officer of Prasar Bharti B S Lalli and the then Director General (Doordarshan) Aruna Sharma for providing "undue benefit" to Sis Live and Zoom Communications in the award of broadcasting rights of Commonwealth Games.
Lalli has been suspended as Prasar Bharati CEO, while Sharma has been repatriated to her parent Madhya Pradesh cadre. The Shunglu Committee in its city infrastructure report has pointed out several irregularities in various CWG projects implemented by Delhi government and indicted Dikshit and Khanna for the same. Dikhshit has rejected the Shunglu report and conveyed to Singh her government's view that the findings of the panel were "unfair" and "inconsistent".
