The Delhi Development Authority (DDA) has said that it is not impeding the delivery of Commonwealth Games village flats to the owners. The Games village, meant to house 8,000 athletes and officials arriving in Delhi for the sporting event, was built on a public-private partnership basis between the DDA and Emaar MGF.

DDA had withheld the completion certificate of the residential complex and is yet to handover the flats to Emaar MGF, citing the construction of some extra flats in the complex. As a result, the private developer has been unable to provide possession of the flats to those who had bought them.

In a statement, DDA said it wants to provide best value to the buyers by ensuring that the flats are structurally safe and as per the approved plans. "To substantiate, we may inform that as per the Technical Audit Committee Report, certain waterproofing and structural defect rectification jobs have been listed and the same have already been communicated to the developer with a request to ensure that all these defects are removed before handing over possession," the statement said.

DDA said no buyer would like to take possession of flats with these defects. "DDA is keen to hand over the flat at the earliest but would not like to hurry up the issue before ensuring that there are no structural defects left and that everything is as per the Building Byelaw and MPD-2021," it said.

DDA also said it has never denied access to the project developer for repair or rectification, as alleged earlier by Emaar MGF. In fact, they are carrying out repairs/ rectification works to rectify seepage in basement and deck area. DDA's endeavour is to hand over hygienic and structurally sound buildings to the flat owners, it said.
