International consultants hired to oversee the projects taken up by the Organising Committee had frowned upon at the mismanagement and the last-minute operations that eventually escalated the cost.
Of the 480 contracts signed by the OC, more than 250 were cleared or taken up at the eleventh hour, some even two months before the Common-wealth Games were to begin.
The ceremonies team, for example, signed a famous Bollywood singer four days before the closing ceremony.
“The international consultants were surprised to see the last-minute arrangements. The projects that were to be completed in January 2009, their tenders were floated in February,” said an OC official.
As the country was hosting an event of such a magnitude for the first time, international consultants were hired to oversee the projects.
“As several projects were taken up at the last moment, contractors quoted exorbitant rates. The officials had to bow to their demands. This is how the cost went up at the last moment,” said the official.
“The singer, for example, escalated his signing amount but we had to bring it down with an iron hand,” said the official.
OC officials added that it would be tough to explain this to the Comptroller and Auditor General team that is camping in the OC office to investigate irregularities.
“The OC officials will have a hard explaining this to the CAG team as these projects were to be completed much before. The delays in floating the tenders for several contracts will have to be explained in order to justify the expenditures,” said the official.
