The approach paper, carrying general guidelines on which a five-year plan is based, will have to be cleared also by the National Development Council that has state chief ministers as members.

Talking to reporters Tuesday, Planning Commission Deputy Chairman Montek Singh Ahluwalia said the approach paper for the plan period was likely to be finalised next month.

All Planning Commission members and senior cabinet ministers, including Finance Minister Pranab Mukherjee and Home Minister P. Chidambaram, are likely to attend the full plan panel meet to be held at Yojana Bhavan in New Delhi on Thursday evening.
