The Delhi Medical Council (DMC) on Friday morning sealed two unlicensed ultrasound centres located opposite the Guru Tegh Bahadur Hospital in East Delhi.
The action came after Arun Kumar Singh, a Gokulpuri resident, filed a complaint on February 18, 2010, against one Upender Kumar Singh Kashyap, who ran one of the two sealed ultrasound centres in GTB Enclave.
Singh filed the complaint after he got suspicious of Kashyap’s unprofessional behaviour during one of his visits. Singh’s suspicion was further raised when Kashyap refused to give him a bill or a receipt for the ultrasound test. Singh then complained to the DMC.
“The complainant managed to get Kashyap’s DMC’s registration certificate and sent it to us for verification,” said Dr. Girish Tyagi, secretary, DMC, who conducted the raid along with a sub-divisional magistrate, district medical officer and police officials.
“The certificate was forged. Kashyap confessed that not only his registration, but his MBBS degree and his name, too, were bogus,” he said.
On investigation, the DMC found that the registration number Kashyap was using was in the name of one Ngaizavung Hauzel.
Kashyap, who was conducting an ultrasound on a patient at the time of the raid, broke down within minutes of his interrogation.
“I had learnt the technique at a private hospital, where I worked,” said Singh. “I am not a doctor. I had bought the degree from a tout in Agra several years ago,” he confessed.
The east Delhi police arrested Kashyap on grounds of cheating, impersonation, and practicing medicine without a degree.
The DMC also raided Jyoti Ultrasound Clinic in the same building.
“Interestingly, this clinic was de-sealed by the local authorities only four days ago. They had no doctor, no registered technician or a license to run the clinic,” said Dr Tyagi.
The DMC also confiscated several pre-made reports, with a fake doctor’s seal on it.
