The government on Wednesday did not rule out involvement of terrorists in the low intensity blast outside the Delhi High Court a week ago even as it said investigations were still on to ascertain the cause.

"Whether it was a mischief maker's attempt to create scare or whether it was a planned terrorist attempt, we are not in a position to say now...but we are not ruling it (terrorists' attempt) out," home minister P Chidambaram told reporters in New Delhi.

Noting that there was "something wrong" in the manner in which the bomb, which exploded outside the high court on May 25, was put, he said some searches were made and one or two persons were detained for questioning.

"Delhi Police is on track. I hope they will succeed in finding the culprits," he said. However, he said, the mysterious bag discovered outside Gargi College on May 30 was not a bomb. "The first one (High Court) was a bomb but the second one was not a bomb," he said.

The home minister said detection of IED in Chhattisgarh and Manipur showed that there were hostile elements in the country having the capacity to assemble these explosives.
