It is only because of Barkha Singh’s special soft corner for women in particular that the Chief Minister of Delhi bestowed on her this pivotal responsibility as Chairperson of DCW. During her three years stint, Barkha Singh has launched several important programmes and projects in the Commission, prominent amongst those being establishment of pre-marital counselling cell, introduction of mobile van service and review and revitalisation of Mahila Panchayat Network at the decentralised level of districts and blocks.

The Commission has been doing pioneering work in resolving various issues related to the problems of women in distress. After my joining the Commission in the year 2007, it has taken concrete initiatives to empower women through various legal and social awareness programmes. Our 80 Mahila Panchayats working in different areas of Delhi are helping the distressed women to fight injustice and assert their rights. A 24 hours mobile helpline van (Toll free No. 1800-11-9292) has also been equipped with a counsellor to reach the victim when a need arises. The Rape Crisis Cell is working round the clock to see that rapists are punished stringently and harassed girls and women get immediate psychological, medical and monitory help to start their lives afresh. Commission’s counselling units Sahyogini with members and legal counsellors help distressed women to settle their problems through family counselling. The pre martial counselling centre offers to create good relationship among couples and families.

What concrete steps have been taken to ensure the safety of women tourists during the forthcoming Commonwealth Games?

The Commonwealth Games are undoubtedly a great prestige issue for the Delhi Govt. and our capable and dynamic Chief Minister, Shiela Dikshit has been striving hard to ensure that these games are staged successfully and that they bring good name to our country internationally. The DCW will be establishing good number of Gender Help Desks in DCW Headquarter, New Delhi to ensure that any woman in problem is given full safety and security during the games as these gender help desks will be coordinating with Police, Health Department, Tourism Department and other agencies of the government.
