The Supreme Court on Friday refused to stop circulation of the Nanavati Commission report that says the Godhra train carnage was a pre-planned conspiracy and absolves Gujarat CM Narendra Modi of any lapses.

A bench headed by Chief Justice KG Balakrishnan, however, issued notice to the Gujarat government on a petition by a civil rights group seeking a stay on further publication and circulation of the report, which is at variance with the UC Banerjee Committee’s findings.

The petition, filed by Citizen for Justice and Peace, was mentioned by senior advocate Rajinder Sachar, who wanted the court to restrain the state government from acting on the recommendation of the report. The NGO contended publication of the report would provide the state government grounds to take a liberal stand against the accused in the cases. The court refused to pass any interim order and posted it for hearing on October 13.
