Senior makes junior cop crawl on ground, court orders action

A Delhi court on Tuesday directed the city police commissioner to “proceed as per law” against an “erring” additional DCP who allegedly compelled a constable to crawl on the ground inside the Patiala House courts complex as punishment for talking on his mobile while on duty.

The court’s order came on a complaint filed by some advocates, who claimed to have witnessed the incident, against additional deputy commissioner of police Seju P Kurvila for his alleged “inhuman and derogatory” behaviour with constable Dinesh Kumar, who was on duty at gate number six of the court premises.

“Let the copy of complaint be sent to the commissioner of police, PHQ (police headquarters), New Delhi for appropriate action. Commissioner of police is directed to proceed as per law against the erring official and report about the outcome of the action to this court within one month from today,” said HS Sharma, district judge.

The judge also saw a video clipping of the alleged incident recorded on mobile phone by the advocates and said that the complainants, Mahender Singh Yadav, SN Sharma, Tarun Rana and BB Tyagi could preserve the same.

“Advocates have been told that the mobile phone wherein the alleged illegal act of the erring official had been recorded, be preserved so the same could be shown to authorities. The advocates are also at liberty to get CD of the video clipping prepared,” the court said.

It gave liberty to the complainants to take action as per law against the additional DCP for his alleged illegal act.

“They are also at liberty to act against the alleged illegal act of the officer as per law, if they so wish,” it said.

In their complaint, advocates said that the additional DCP compelled constable Dinesh to crawl on the ground in uniform as punishment.

“It is informed that today at about 11am, we along with many other advocates and public saw a constable rolling/ crawling on ground in uniform from gate number 6 towards courts. On inquiry, it was revealed that the above named additional DCP (Kurvila) has compelled the constable to do such a humiliating and inhuman act,” the complaint said.

The advocates alleged that Kurvila tore the badge of the constable and snatched his mobile phone.
