Your days of arguments and bickering with your neighbours may be over soon with the civic agency planning to frame guidelines to sanction floor wise building plan.

The standing committee of the Municipal Corporation of Delhi (MCD) discussed the issue in its meeting on Wednesday and plans to come up with the new rules within 60 days.

Standing committee members were of the view that not allowing floor wise sanction is leading to increased corruption and that the solution to housing problem in the city is in its vertical development. Councillors said thousands of applications are pending in the MCD for floor wise sanction and allowing it could bring good revenue for the civic body.

According to rules, any kind of construction/repair on a floor of a building can't be carried out without getting no objection certificate(s) (NOC) from the owners of other floors.

The civic agency said it has been receiving a lot of complaints from the residents objecting to this rule.

"The standing committee has resolved that floor wise sanction of building plan should be allowed subject to conditions that the building is certified as structurally sound by the competent authority. There should also be adequate civic amenities in the area under the building byelaws with additional Floor Area Ratio as per the Masterplan of Delhi 2021 without insisting upon signatures of owners of other portion of the property," said Yogender Chandolia, chairman of the standing committee of the MCD.

In Wednesday's meeting the councillors were told that at the January 6 meeting with the Delhi Lt Governor it was decided that no floor wise sanction should be taken up till the issues of structural safety, distribution of floor area ratio, impact on services like water, electricity, drainage, effect on open space, lift, parking provisions and compliance of building bylaws as per MPD-2021 were adequately addressed.

MCD commissioner KS Mehra said as a lot of complexities were involved in the issue, the civic body will require more time to look into it. Once the guidelines have been framed, it will be sent to the Lt. Governor for approval.
