To look into the issue of safety of women in the national capital and review the functioning of the Delhi Police, the Centre has constituted a 13-member special task force (STF) headed by the Union home secretary RK Singh.

The STF will also continuously review the steps taken by Delhi Police and the Delhi government to improve the safety of women. The task force is likely to meet on a fortnightly basis.

The government's decision to set up the task force comes in the backdrop of strong public protests over the brutal gangrape and subsequent death of a 23-year-old girl on board a moving bus on December 16. She died in a Singapore hospital on Saturday.

The members of the task force will comprise Delhi's chief secretary, commissioner of police, special commissioner (traffic), special commissioner (law and order), chairperson of Delhi Commission for Women, chairperson of New Delhi Municipal Council (NDMC), transport commissioner, commissioners of the three city municipal corporations, excise commissioner and joint secretary (UT) in the home ministry. Besides these 13 members, the STF can co-opt any other officer as its member whenever required.

The STF will also take into consideration the suggestions made by the members of the Parliament during the debate on the issue.

Besides the STF, the centre has also formed a commission of inquiry under retired Delhi High Court judge Usha Mehra to look into the various aspects of the incident and identify the lapses by any authority or police that contributed to the occurrence. The email ID of the commission is usha.mehracommission@ nic.in. She can also be faxed or called at (011) 23022364 and (011) 23022363 respectively.
