Wearing Gandhi caps, Rao and other members of the Telangana Joint Action Committee began a fast at the Gandhi memorial at 10am, a few hours after top leaders paid homage to the father of the nation on his birth anniversary.
He also observed silence for few hours to highlight the "grave situation" in the Telangana region of Andhra Pradesh.
Rao, who has been camping in Delhi since Friday with the hope to meet Prime Minister Manmohan Singh, UPA ministers and senior BJP leaders, rejected the government's decision to hold further consultations on the issue.
"What is the need for further consultations? How long will they take to take a decision? We need Telangana, not comforting words," he said.
