"In any democracy, the last word should be that of the Prime Minister. The UPA is not following this governance model... There is a leadership crisis and there is crisis of credibility. It is obvious as dual power centres cannot function in a democracy," Jaitley said during the debate on motion of thanks on the President's address.

Referring to Congress President Sonia Gandhi-led National Advisory Council's influence over the government, he said the Prime Minister and his cabinet have the collective responsibility of running the nation and there cannot be an advisory council over it whose decisions are bound to be followed by them.

"Nine years is a reasonable period for any government to leave its footprints behind. It can effect changes which will impact the destiny of the nation. The UPA has a dismal record in office," Jaitley said.

Attacking the government over a series of scams which have come to light particularly since UPA-II came to power in May 2009, the senior BJP leader said : “With the leadership of the government not in control, corruption seems to be the hallmark of the UPA's performance."

Targets NCTC
Speaking at a seminar on the proposed National Counter Terrorism Centre (NCTC) in the capital, Jaitley recalled that the centre had changed its affidavit about "a lady operative of the LeT" killed in an encounter in Gujarat, even after it was known that the terror outfit had posted an obituary of her on its website after she was killed.
