He said that it seemed like Dikshit was prime minister Narendra Modi’s aunt.

“Four FIRs were registered against Sheila Dikshit two years and 5 months ago. No action has been taken on those FIRs to date. They (the ACB has) instead sought to arrest chief minister Arvind Kejriwal and me, after we complained and launched an investigation in the graft case.

“The ACB hasn’t even thought about taking action against the accused (Dikshit) because we apparently delayed the report...Yesterday, a “notice” was sent to Sheila Dikshit ji on one of the FIRs filed by the 49-day AAP Delhi government in the water metre procurement scam. It was more of a request letter than a notice,” Mishra said.

“The notice sent to Dikshit by the ACB states: A suitable and convenient date, time and place are required to be fixed for above mentioned purpose in the month of August, 2016. The same may be conveyed to the undersigned at the earliest. The notice doesn’t mention the section of the Criminal Procedure Code,” Mishra said.

He pointed out that the summons he had got from the ACB had the section clearly mentioned on it. He was asked to appear at the ACB office on July 4 and not given a choice.

“As a complainant, I had received a notice under Section 160 of the CrPC and was ordered to report on an exact address, date, time and venue to appear in front of an investigating officer. The summon to me was issued just 10 days after a plain paper complaint by Vijendar Gupta. The way the ACB is treating former CM Sheila Dikshit, it seems clear that she is PM Narendra Modi’s aunt. Why is her permission for a meeting with an investigation agency being sought with such honour? Did the illegally appointed ACB chief MK Meena send a box of sweets and fruits along with the summon also?” said Mishra.

The case, for which Dikshit has been called by the ACB, involves the procurement of water metres. Despite a single bid from just one company, work was, in violation of rules.
