Dr AK Bisoi, associate professor of cardiac surgery at the All India Institute of Medical Sciences (AIIMS), was suspended today by the vigilance cell for allegedly issuing a false certificate to help an untrained cleaner get a job. He was issued the suspension notice at 12.30 am on Tuesday morning.
“Dr Bisoi has been suspended for allegations of issuing a false certificate to a Sulabh Sauchalaya employee Banbaree Lal, who got a job as a clinical perfusionist—a health professional who operates the heart-lung machine during cardiac surgery—at G. B. Pant hospital. The suspension is based on preliminary inquiry. Issuing a false certificate is a very serious allegation. A departmental enquiry will examine the allegations and give a fair chance to Dr Bisoi to explain his conduct,” said Union health secretary Naresh Dayal.
The suspension order was issued after Dr A. Sampath Kumar, head of cardiothoracic surgery, received a complaint accusing Dr Bisoi of inappropriately placing a cleaner in the cardio thoracic surgical team. Dr Sampath Kumar refused to comment on the
Dr Bisoi could not be contacted for his comments.
Several doctors are calling the suspension “illegal” and demanding transparency into the enquiry process. “The suspension letter does not say why Bisoi has been suspended. Don't you think it is strange to suspend a doctor without telling him why? Dr Bisoi has not been asked for an explanation yet,” said Dr B.K. Khaitan, president, Faculty Association at AIIMS.
The Association has called for an emergency General Body Meeting on March 12 to protest the suspension. “We have decided to boycott Holi,” said a doctor.
G.B. Pant hospital officials say they stand by the appointment. “Lal has a B.Sc degree, the only degree required for a position of a perfusionist at GB Pant. He also had a certificate signed by Dr Bisoi saying he had worked as a “trainee perfusionist” at AIIMS. We asked him some questions about the heart-lung machine, which he answered,” said a doctor.
