Delhi Transport Corporation

Pointing out that only 472 out of the 1,500 bus queue shelters (BQS) proposed ahead of the Games could be completed, the CAG has lambasted Delhi Transport Corporation's execution (of the project) as 'arbitrary', 'ad-hoc' and 'lacking in clarity'.

The DTC and the transport department of Delhi government had resorted to various methods of execution - including award of 1,050 BQS on government funding/ BOT mode to DIMTS, a non-government entity. "(This) indicated arbitrariness, ad-hocism and lack of clarity," said the CAG report.

The decision to keep 16% fleet of low-floor buses idle from March to October 2010 also drew flak.
