Hours before the four accused allegedly kidnapped an 18-year-old girl and gangraped her, the outer Delhi police was out on the streets in the area.

There was heavy police presence as the police commissioner BK Gupta was visiting the area to interact with 400 beat constables. Another reason for police deployment was to look for a second blade slasher who surfaced on Saturday, attacking three women in the area within a radius of 1.5km. So there was no dearth of police presence in the area when the incident took place.

Still the accused managed to drive around for 45 minutes and rape the victim. "The accused drove the victim from Sultanpuri and then towards Nangloi Fatak and then back towards Mongolpuri Industrial area Phase-I. But there were no police barricades in these areas," said a senior police officer, requesting anonymity.

In its defence, the police said it is difficult to handle the crime situation, as there are many criminals residing in Sultanpuri, Mongolpuri, Aman Vihar and other areas in outer Delhi. All the accused are residents of Sultanpuri and Mongolpuri area.

"There are around 228 bad characters in Mongolpuri itself. It is difficult to keep a tab on each one of them," he added.
