Unable to obtain No Objection Certificate (NOC) from their co-flat owners, a number of DDA flat owners in South Delhi have carried out additional construction on their own without taking permission from the the MCD.Terming them as illegal construction, the demolition squad of the Municipal Corporation of Delhi (MCD) will soon take action against such residential properties. Action will be taken by the central zone of the MCD in the coming days. The civic agency will target flats where construction is in process.
After initiating action in Sarita Vihar, MCD will now target DDA flats in South Delhi’s Alaknanda, Godavari apartments, Chittranjan Park, Kalkaji, Masjid Moth, Siddharth Enclave, among others. There are more than 30,000 DDA flats in these areas.
A number of flat owners in these areas have either created an additional room by covering the balcony or courtyard or have constructed open staircases, or covered the existing barsati (garret) into a room.
Although a policy exists under which courtyard and balcony can be covered to create more space, the owner needs to take permission from all other flat owners in the complex. Property owners allege that their co-owners demand exorbitant amount for giving NOC that is mandatory for obtaining clearance to start the construction work.
“My flat is on the first floor and the ground floor owner has covered his balcony. I wanted to cover the terrace to create an additional room. When I asked him to sign the documents for giving permission, he asked for Rs 50,000, saying that by creating that additional room the overall value of my flat will go up. This is simply insane. I wanted to follow the rules but it is a cumbersome process,” said a flat owner, who didn’t wish to be named.
The civic agency said that most of DDA flat owners have carried out illegal construction as they hardly received five applications per year from flat owners wanting to carry out additional construction.
“While a policy exists under which courtyard and balcony can be covered to create more space but for this the owner need to take permission from all other flat owners. Getting NOC from all co-owners is a tough task. Unable to get permission, many have carried out illegal construction. We will soon be taking action against them,” said a senior MCD official.
The building department of the Central zone of the civic body had earlier taken action against DDA flats in Sarita Vihar.
