The Union ministry for urban development on Tuesday approved the transit-oriented development (TOD) policy for Delhi, paving the way for the construction of high-rise buildings along the Delhi Metro corridor.
Under the TOD policy, a floor area ratio (FAR) of 400 has been approved. This will enable high-rises to come up in these areas and make for denser colonies. TOD colonies can come up in the ‘influence zone’ of the Metro which extends to 500 metres on both sides of the corridor.
It will, however, not be applicable in the Lutyens’ Bungalow Zone, Civil Lines bungalows area, monument regulated zone, Zone ‘O’ (around the river Yamuna) and the low density residential areas and will cover about 20% of Delhi’s overall area.
The TOD plan focuses on a more sustainable land use by minimising travel time for citizens, promoting the use of public transport, reducing pollution and congestion, creating more homogeneous neighbourhoods, having work places near residences, creating public amenities within walking distances and providing a safer environment.
“TOD policy shall be adopted for development within the influence zone, extending up to 500 metres on both sides of MRTS (Mass Rapid Transit System) corridors, so that maximum number of people can live, work and find means of recreation within walking/ cycling distance of the MRTS corridors/ stations,” an official said.
As per the policy, it will be mandatory to use a minimum of 30% of overall FAR for residential use, a minimum of 10% of FAR for commercial use and a minimum of 10% of FAR for community facilities.
As much as 20% of land will have to be used for roads/ circulation areas and 20% for green open space which would be open for public use at all times. Further, 10% of green area may be for exclusive use.
The TOD norms have also advocated doing away with boundary walls, having built-to-edge buildings with active frontages that provide ‘eyes-on-the-street’ to make the constructions safer for women and children who use public transport or pedestrians at night.
One of the first TOD corridors will come up in east Delhi’s Karkardooma, which will boast a 120-storey commercial tower. The project is proposed on 30-hectare land situated near two metro stations and a major railway stations.
Apart from the tower, it is proposed to have 4800 new homes, 80,000 sq metre of retail space. A 5-acre community park is also part of the project.
