But what if the employees of the corporation themselves complain and drag their commissioner to court, seeking punishment for contempt of court orders? MCD staff colony residents’ welfare association in New Usmanpur have done this.

They moved the high court seeking contempt proceeding against East Delhi Municipal commissioner S Kumaraswamy and the DJB chief Debashree Mukherjee. The court issued notices to both of them and sought their response by February 4.

The association told the court that despite a court order on December 14 last year, the authorities did not repair many of the houses, which are “on the verge of collapsing”.

The lawyer representing the civic agency said steps were being taken to address these grievances and the delay was due to budgetary constraints. DJB lawyer Sumeet Pushkarna said bulk connection had been given to the colony and it was for the MCD to provide connection.
