Soon you will no longer be allowed to even halt on certain roads in Delhi and will also have to pay more for parking during peak hours.
Delhi lieutenant governor Anil Baijal on Wednesday convened a meeting to review the draft ‘Parking Policy’ for the city in which it was decided to categorise the whole policy into short-term, medium-term and long-term measures for strict implementation of the rules.
While the draft policy does not specifically state that free parking would be done away with in residential colonies, the issue was discussed in the meeting with the L-G. “All the stakeholders agreed on one point that parking in public spaces should come at a cost. Seeing the enormity of the problem (parking in residential colonies) the idea may not fit into the short-term category, but could be included as a long-term implementation plan,” a transport official said.
The L-G, reviewing the draft policy presented by Delhi transport commissioner, directed that differential pricing be introduced depending upon the area and demand as one of the rules.
Under the ‘No Tolerance Zone’ move, Baijal directed the traffic police and local bodies to ensure strict enforcement to maintain road discipline, parking and vehicle movement on particular road stretches.
The Delhi Metro Rail Corporation (DMRC) has been asked to work out parking slots for para transit vehicles and underground parking for public convenience and last mile connectivity.
Officials observed that adequate authorised parking and enforcement are needed in Delhi and that roads should be categorised on the criteria of density, width and its connectivity.
“Digitised short stay parking for parking management solutions will be encouraged by MCDs, NDMC and DDA. MCDs and other agencies should strictly monitor contracts of parking lots,” read a statement issued by the L-G office.
Baijal has directed that comments of all stake holders must be obtained within a month for implementation thereafter.
On road cutting permission issue, the L-G directed that all agencies which have underground services and networks, should ensure that no damage is done to facilities of other agencies when they are carrying out work.
“The details of the road cutting schedules should be brought into public domain. L-G has also directed that Standard Operating Procedures (SOPs) should also be put in place for online clearances and for restoration after road cutting permissions,” the statement stated.
It also stated that contractors should be charged for time overruns, if projects are not completed in time.
“Strict monitoring before digging and after digging of roads is a must. The L-G also said that periodic review of space utilised and restricted for road cuttings should be done,” an official added.
The meeting was attended by transport minister Satyendar Jain, chief secretary MM Kutty, commissioners of MCD, PWD secretary Ashwani Kumar and other senior officers from DMRC.
