Parents in Delhi, buckle up for a long fight. It does not look like the fee rise in private schools will set any time soon.

Because on Thursday, brushing aside protests by parents, the Delhi Government strongly defended its decision to allow private schools to hike tuition fee.

The Directorate of Education put the blame for its decision on private schools, saying they were making repeated representations for permission to increase fees to implement the 6th Pay Commission recommendations.

“To pay teachers and staff as per recommendations of the 6th Pay Commission, the schools need finance,” the department said in an affidavit today. “And for this they started making representations to seek permission for fee hike.”

“In order to consider their request the Bansal Committee was appointed and after considering its recommendation, a decision was taken regarding quantum of fee hike.”

The affidavit was filed in response to a PIL filed by Abhibhavak Maha Sangh, an NGO, challenging the fee hike. The government’s decision did not go uncriticised.

“The government allowed schools to go for hike without examining the financial record of the schools,” said lawyer Ashok Aggarwal.

The lawyer for Unaided Private Schools Association, Rakesh Khanna, said at least 70 to 80 per cent fee received by a school is utilised for paying salaries to teachers and other staff.

The 6th Pay Commission report has been accepted in August 2008 and implemented with effect from January 1 2006. As per the recommendations, private recognised schools are required to pay the same scale of pay to employees, which employees of corresponding status in government schools get.
