Govt junks CBI wish list for more powers

The Centre on Thursday rejected the CBI director’s plea for more power with a minimum tenure of three years and said that an all powerful chief without adequate checks and balances would “always carry the risk of potential misuse” of power.

The latest submission will raise questions about the government’s assurances of ensuring autonomy to the CBI, described by the Supreme Court as a ‘caged parrot’.

In an affidavit filed before the Supreme Court, the department of personnel and training (DoPT) insisted on retaining the power to grant CBI sanction to hold an inquiry against an officer of joint secretary level and above. It junked the CBI director’s recommendation to constitute a committee headed by CVC to grant such permissions.

DoPT disagreed with CBI’s contention to obviate the need of State Government’s consent to investigate officials and employees of Central Government and PSUs. It also rejected the agency’s opposition to the Accountability Commission that would inquire into allegations of misbehaviour against CBI officers. DoPT didn’t agree to grant the director disciplinary control over Group A officers either.

The court had slammed the CBI for sharing the coalgate scam report with the executive.
