In a move to rein in the lottery trade, the government is set to notify fresh rules that place online lotteries on a par with paper lotteries, ban double and triple-digit lotteries and introduce a process for one state government to ban lotteries of another.

The new rules will be notified under the Lotteries (Regulation) Act 1998.

As first reported by HT on January 11, the rules would place a ban the ruinously addictive two-digit and three-digit lotteries, fix a minimum price of Rs 2 for the tickets and regulate lottery sector including the timing of draws. A home ministry official said the draft had been placed in public domain to ascertain a response from the public.
