Guidelines for roadside vendors in NDMC areas

Roadside vendors who would be allowed to set shops in NDMC areas would have to follow guidelines with regard to disposal of waste generated by them.

The NDMC in its affidavit on the hawking and vending scheme submitted before the Supreme Court said that squatters would not be allowed to litter the place allotted to them to sell their wares.

"Qualitative guidelines would be formed to ensure that there is proper waste disposal, provision of electricity and public toilets. Also, the squatters would not be allowed to construct any permanent structures at the sit," the NDMC has said.

A Bench headed by Justice B P Singh posted the matter for hearing on April 24, by when the other stakeholders would have filed their suggestions/objections to the Council’s policy. The inner and outer circles of Connaught Place (Rajiv Chowk and Indira Chowk), areas near Metro stations, Lutyen’s Bunglow Zone, Supreme Court and Foreign Mission Area have been declared as no-vending areas.

Regulated vending would be allowed in private and residential colonies in consultation with the area residents, near bus stops, outside hospitals and hospitals, India Gate C-hexagon and other public areas.

For this, the NDMC would constitute Vending Committees that would register the hawkers and squatters and issue them identity cards after their antecedents have been verified by the police. Fresh registration would be carried out in every three years.

Under the proposed vending scheme, packed eatable items would be permitted. “The trades to be allowed for vending have to be such that cleanliness and hygiene is maintained and the free flow of traffic and pedestrian movement is not affected,” it states. MCD has already submitted a similar scheme which is yet to be finally approved by the court.

The Council has also sought directions from the Supreme Court to take action against owners of taxi stands that have encroached upon pavements and walkways. "The built up units of taxi booths are mostly being used as residences of drivers and not for the purpose for which they were constructed," the affidavit states.
