Putting on hold plans of corporatisation and cooperatives to run bus services in the Capital, the Delhi government is now considering the 'kilometre' scheme that was discontinued six years ago.
Experts, bus owners and drivers, however, believe though the scheme might ensure better safety, it is not totally foolproof or commuter-friendly.
"The scheme was discarded in 2001 as DTC was losing money on it and also because bus owners were reluctant to switch to CNG. And it is debatable if the scheme would bring down the accident rate drastically," said a senior Delhi government official.
"Drivers would want to finish the trip quickly and there would be no way to check if they are stopping at bus stops or not," he said. "In fact, their accident rate back then was not very low and the comparative advantage needs to be studied." Some bus operators also agree. "The drivers would not have to compete and would drive slower but they still would be the same drivers. Also, bus owners would not bother much about maintenance," said Parvin Kumar, a bus owner.
