The CBI on Friday filed a chargesheet terming former Commonwealth Games Organising Committee chief Suresh Kalmadi as the "mastermind" in the Rs 104-crore Timing, Scoring and Result devices (TSR) scam.
The agency has chargesheeted 10 others, including two companies — Swiss Timing, which was awarded the contract, and AKR Constructions, a Hyderabad-based firm.
Special CBI Judge Talwant Singh deferred the hearing till May 23. The CBI in its chargesheet has accused AKR Constructions of receiving kickbacks worth Rs 23 crore in the scam. The company was awarded the contract of installing connectivity of all TSR devices. "The cashier of the company has come on record, saying that the money arrived in the account and it was stashed as funds meant for distribution among labourers engaged in the project," said a CBI source familiar with the investigations.
The CBI has also named former secretary general of OC Lalit Bhanot, former director general VK Verma, OC joint director general (Sport) ASV Prasad, deputy director general (procurement) Surjit Lal, treasurer M Jayachandran, A K Reddy, managing director of AKR Constructions, and the promoters of Faridabad-based Gem International, AK Madan and PD Arya. The Faridabad firm was outsourced a substantial portion of the contract that the Swiss Timing-Omega won.
All accused have been charged under sections 120(B) (criminal conspiracy), 420(cheating), 468(forgery) and 471(using forged documents) of the IPC and Prevention of Corruption Act.
The investigating agency has declared Reddy, Arya and Madan, as proclaimed offenders, and has issued non-bailable warrants against them.
The Enforcement Directorate would question Kalmadi, as court the allowed the agency to interrogate him in connection with the money laundering case.
Besides Kalmadi, the court also allowed the ED to question Bahnot, Prasad and Lal and directed the agency to file its report within a month.
The CBI has also asked Kalmadi to furnish details of his bank accounts, properties, instances of foreign travel and transactions of foreign exchange.
