The joy of unauthorised colonies getting a legitimate tag has been marred by a clause that makes all constructions in such areas after 2007 illegal.
The three municipal corporations have asked the Delhi government to bring in another notification to include houses constructed between 2007 and 2013 to remove the threat of demolition.
“For so many years, the government has been fooling people by promising that unauthorised colonies would be regularised. However, despite issuing provisional certificates in 2008, and even after regularising 895 colonies last year, on paper the status of the colonies remain the same. No development work has been done in these colonies,” said Vijay Goel, BJP state president.
The political brass of the three civic agencies said it was ready to pay for the layout plans on its own but asked the government to remove the clause first.
The BJP said residents of 583 colonies situated on government land should not be made to pay money for misuse as the government had removed section 81 of Delhi Land reforms Act and hence the status of these colonies had changed automatically.
The civic agencies said a number of unauthorised colonies whose layout plans had already been prepared are approximately five to six acres in area.
“Layout plans are integral for a colony to get a regularisation stamp but they are not being given to resident welfare associations. As per norm, RWAs need to pay us Rs 50,000 per acre for getting these layout plans. Residents say they have already spent so much in getting their plans made and asking them for more money is not right,” said Rajesh Gehlot, standing committee chairman of south Delhi municipal corporation.
“The government should remove this clause and then hand over the layout plans,” he added.
The three corporations have completed eight layout plans so far.
Besides, the Delhi BJP has demanded an inquiry into an alleged scam committed by the Delhi government in regularization of unauthorised colonies.
“The Delhi BJP’s charges against the Congress government have been proved beyond doubt after the contents of under-preparation CAG report on regularization of unauthorized colonies in Delhi have surfaced in public domain,” said Goel.
