Let candidates prove their edu qualification: CAT directs UPSC

The Central Administrative Tribunal (CAT) has directed the UPSC to give selected candidates an opportunity to produce certificates relating to educational qualification for the post of Assistant Director for Planning in Delhi Government.

The tribunal passed the order on an appeal filed by four applicants seeking a direction to UPSC to re-scrutinise their application forms for the purpose of ascertaining their educational qualifications.

"Equity and fair play demands that applicants Vijender Kumar and Shan E Alam should be given a chance to produce all relevant degree mark sheets," CAT Member Meera Chhibber said, noting that similar opportunity are given to candidates for age relaxation certificates after interviews.

Out of 171 candidates, 14 were shortlisted for interview by the UPSC which found the application forms of Kumar and Alam incomplete.

Both Alam and Kumar failed to provide mark sheets of MA in Economics with Statistics with the application form which was submitted with the UPSC while applying for the post.

Considering that both the candidates were recommended for the posts, the tribunal said, "Kumar and Alam have already been considered...We are sure the Board members must have seen their qualifications and assessed them in the interview on the basis of their performance."

The CAT said the candidates should be given opportunity to furnish the relevant certificates within specified period in order to show that they fulfilled the requisite qualifications before June 12, 2008.

The tribunal, however, said that the UPSC has a right to satisfy themselves that both Kumar and Alam fulfilled the eligibility conditions as on the last date of receiving the applications before reaching at the final decision.
