They are overworked and understaffed. The Palam Police Station and the IGI Police Station have between them around 2, 000 proclaimed offenders on the run.

According to the Delhi Police records, since the busting of the Babu Bhai Katara human trafficking case in 2007, the number of proclaimed offenders which the airport police was pursuing has risen from 800 to staggering 2000.

Most of the rackets in the country are run by the same kingpins living abroad. "During interrogation in previous cases we have found links which prove that the same people were involved in sending different groups of people abroad," said a senior police officer on the condition of anonymity.

According to senior police officers they are now looking into old cases and also coordinating with other states' police to nab such proclaimed offenders. Deputy Commissioner of Police (IGI) O.P. Mishra said, "We are making a point to go through all the cases of proclaimed offenders and also asking neighbouring states to help us in nabbing them. We have also issued a bunch of lookout notices and are doing a compilation exercise in the matter."

According to police most of the proclaimed offenders who the IGI Police is looking for are agents.

According to senior police officers, every investigating officer at both the police stations at the airport is working on as many as 40 cases related to proclaimed offenders at one time.

"There have been instances where the IGI Police have transferred their cases to Palam because they do not have enough manpower to handle them," added the officer.

The police said there had been a rise in the number of proclaimed offenders and many of them have also made their way abroad and thus are untraceable.
