MCD election: Congress to release first part of manifesto today

The party will release first part of its manifesto, comprising four chapters, on Monday. Two other chapters are expected to be released over the coming days.

The Congress will release first part of its manifesto for municipal election on Monday. The manifesto, which comprises six chapters — upliftment of urban underprivileged class, strengthening of municipal finance, improvement of education and health services, and plan to upgrade urban infrastructure — has been divided into three parts. The first part, which includes four chapters, will be unveiled on Monday afternoon and remaining two will be released over the next two days.

A party functionary said the Congress plans to set up a dedicated team to look into the grievances of the economically backward sections. “We are promising free health insurance, unemployment security funds with special focus on street vendors, domestic workers, and people living in unauthorised and resettlement colonies,” he said.

“We have prepared a complete road map to augment finances of three municipal corporations. We will ensure Rs 5,200 crore annually to them. We have plans to make them self-reliant like New Delhi Municipal Council which generates 96% revenue itself,” he said.

To upgrade urban infrastructure, the Congress will allow extra floor to malls or commercial units if they make arrangements for appropriate disposal of waste and its recycling or treatment for reuse.

To improve and clean environment, the corporations will create local compost pits and will ensure elimination of garbage mounds at sanitary landfill sites.

“We are promising separate dhalaos for construction waste,” he said.
