MCD is Budget focus

To wrest more control over the Municipal Corporation of Delhi (MCD), the Delhi government intends to propose two new Bills in the upcoming Budget session of the Assembly.

The Delhi Urban Shelter Bill 2010 proposes to constitute the Delhi Urban Shelter Board, which will be run on lines of Delhi Jal Board, to take over the MCD's slum and JJ cluster department.

The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) Amendment Bill, on the other hand, will give the government power to improve infrastructure in several industrial areas across the city.

Senior officers in the urban development department said the first Bill was approved by the Delhi Cabinet a couple of years ago but was stuck with the Centre.

"The proposed board will provide housing to the economically weaker sections and also help in arranging loans to the poor to buy low-cost flats," the officer said.

The DSIIDC amendment bill seeks to transfer the work of management and maintenance of industrial clusters to the DSIIDC.

There are 23 industrial areas in Delhi, which are currently maintained by the MCD.

The state government is also bringing Delhi Stamp Amendment Bill 2010, which will propose some procedural changes in the act, a senior Delhi government official said.

The 18-day budget session, which will start with the Lieutenant Governor Tejendra Khanna's speech on March 15 and will continue till April 1.

The Congress government will present its budget on March 22.

Speaker of the Assembly Yoganand Shastri said the business advisory council of the Assembly finalised debates on unauthorised colonies, deteriorating law and order situation and functioning of MCD under short duration discussions.
