In a major step towards bringing in transparency, the Municipal Corporation of Delhi (MCD)’s Standing Committee on Wednesday approved the ambitious e-governance project.

“IT major Tech Mahindra has been awarded the project for Rs 179.69 crore,” Standing Committee chairman R.K. Singhal said.

The project — pending for two years after being introduced in May 2007 in the first meeting of the committee — was approved amidst loud slogans by the Opposition over another issue.

The project envisages computerisation at two levels. One, intra-departmental linking across all departments/sections. The other — which is of direct use to citizens — is that public services would now be available as an online single window system.

The company has been asked to set up the first service — through citizens’ service bureau (CSB) — by December 25.

“The entire project has to be implemented within 8-10 months from the date of agreement,” said former Standing Committee chairman Vijender Gupta, during whose tenure the project was initiated.

The company will build and operate the project for five years, of which the first three are covered under warranty. “MCD will pay service tax for the last two years. The company will also maintain the system and train our staff,” Singhal said.

“This is an effort at re-engineering the procedures in such a way that there are no middlemen, the citizen gets to use the service directly,” said MCD commissioner K.S. Mehra.

Initially, citizens would be able to avail the online service through CSBs at zonal offices and the Town Hall. “Later, we plan to integrate these with the government-to-citizen kiosks,” Mehra added.
