Model code in effect, but MCD to regularise adhoc employees

In an attempt to woo municipal employees before the civic polls in April, the BJP-led Municipal Corporation of Delhi (MCD) will pass a proposal to regularise all municipal employees working on an adhoc basis.

The proposal will be passed at the House meeting on Friday, and is expected to benefit around 1,000 high ranking officials of group C, B and A.

While officials are happy, questions are being raised whether the proposal is in any way a violation of the model code of conduct.

Under the model code, the MCD cannot announce a new scheme or inaugurate structures before the elections.

“Whether or not it is a violation of code of conduct will be decided by the election commission, but the proposal was passed by the MCD appointments committee in February before the code of conduct came into effect. Passing it in the House meeting is just a formality,” said the official.

Rakesh Mehta, state election commissioner, said he would comment only after the matter was presented before him.

Mayor Rajni Abbi’s, in February, had written a letter to the municipal commissioner asking him to regularise ad hoc employees.

“Since the trifurcation of the corporation has been notified, the element of uncertainty amongst municipal employees with regard to their job security and promotional avenues has started setting in. Considering their dedication and loyalty to the organisation, their services should have been regularised from the date they were entrusted the responsibilities of the post,” Abbi had written.

The MCD elections will be held on April 15 and counting will be done on April 17.
