Namdhari had got an arms licence issued from Ropar in Punjab in 1994 on the basis of fake residential proof and then managed to get the licence renewed later from the offices of the district magistrates in Ropar and Mohali.
“We will have to seek his (Namdhari’s) custody from the Delhi Police for further probe in the matter,” Punjab home secretary DS Bains told Hindustan Times, after submitted his probe report to deputy chief minister Sukhbir Badal.
The report said Namdhari also procured a passport from Jalandhar by giving a fake address, which was verified by the local police.
The report said then ASI Gurcharan Singh helped Namdhari in procuring the arms license. Bains has recommended Gurcharan should be arrested. Namdhari had applied for an arms license in Ropar on September 20, 1994 and the police and the district administration, in an unprecedented manner, verified the documents the same day.
The application for the licence was “forwarded to SSP, Ropar on the same day and further marked to SHO, Police Station, Kurali by SSP, Ropar also the same day, which is quite uncommon and confirms that influence/pressure was used to handle the application on a priority basis,” the report said.
Namdhari had used a ration card with Kurali address as his residence proof.
Apart from Namdhari, four other applicants, including his brother, were issued arms licences.
The report said that Namdhari purchased three weapons — a .315 bore rifle, a double barrel gun and a pistol.
The then Ropar and Mohali district officials carried out the subsequent renewals of these licences.
He also procured two duplicate gun licences using fake documents.
