How many times have you wished that the sewage worker or the man who reads your metre be transferred to make way for a better replacement?
Well, if the draft 'transfer policy' being considered by the Delhi Jal Board (DJB) is approved, the normal tenure for group D employees - the category with most public interaction - shall be seven years.
As for other categories, group C officials will have a tenure of five years, while group A & B will have a tenure of four years, according to the draft being circulated amongst DJB officials.
Pankaj Aggarwal of the RWA Joint Front, claimed that group D employees were the biggest troublemakers for common consumers. "There was this metre reader in our area who was transferred after several years of posting at one place. He actually managed to cancel it and continues to work at the same place," Aggarwal said, adding, "The tenure of group D should not be more than two to three years."
Explaining the seven years 'normal tenure' of group D employees, Debashree Mukherjee, DJB CEO, said: "As of now, there are some people who have been at one place for their entire life. Also, one doesn't want people who know the system hydraulics to be transferred often."
She, however, claimed that nothing had been finalised yet, and the draft was just that - a draft. "It is being circulated amongst the staff and officers for consultation. We want to give about 15 days time for consultation and only then will we finalise it."
The draft transfer policy also mentions that all transfers will be effected in the month of December to allow officials to familiarise with their assignment before the onset of summer.
