New rules in Ramjas college ban loud music, freshers’ party after 4pm

According to new rules in DU’s Ramjas College, no functions will be allowed in the campus after 4pm. The new rules also ban use of loud speakers and DJs during college events like farewell or fresher’s party.

“No function after 4pm” and “no DJ” are a new set of rules at Delhi University’s Ramjas College. The rules, issued by acting principal PC Tulsiyan , has left teachers and students miffed.

These rules will apply for farewell, fresher’s party and all other functions that are held in the college.

The notice sent to all teachers of the college on April 20 states that these are the criteria to get permission for holding any event in the college. The principal has put down these terms and conditions to maintain a noise-free academic atmosphere in the college, it said.

“All functions must conclude strictly by 4pm. No audio amplification (speakers) of any kind will be permitted. No DJ will be permitted. The permission for the same will only be given, if it is a written recommendation by the teacher of the concerned department,” the notice says.

The notice further states that at least two teachers, one of them a woman, must remain till the function concludes.

Teachers have called this notice regressive and said such a regulation is uncalled for in an educational institution with adult students. “The students are adults. Why should they be under teachers’ supervision in a non-class environment?” asked a teacher, on condition of anonymity.

Several students said they were disappointed and pointed out that such bizarre rules have been implemented ever since Tulsiyan has taken charge. Rajendra Prasad, the longest serving principal of the college, retired on February 28.

“This is certainly not right, everyday the principal comes up with a new set of regulations. Why can’t we stay in our college after 4pm? We are not in school, why can’t we have the freedom,” said a second year student of the college.

The acting principal Tulsiyan, however, argues that he is doing this to maintain the academic environment of the college.

“The working office hours is 8.30am to 5pm. So there can be no function after that. There are women who are part of the events, so we have to take care of it. It is a college and not a club, so these rules had to be brought in,” said Tulsiyan.

The rule comes three months after a violence erupted in the college after Jawaharlal Nehru University student Umar Khalid, who was charged with sedition in 2015, was invited to a literary event. The event had to be cancelled following protest from members of the right wing student organisation Akhil Bharatiya Vidyarthi Parishad (ABVP), leading to clashes between students and ABVP members. The violence had triggered a debate on nationalism.
